Certificate of Clearance
Information on obtaining a Certificate of Clearance (COC).
W.e.f. 16 May 2024, non-Singapore Citizens applicants are no longer required to submit an Appeal to Apply for a COC. Applicants may submit online application using Singpass/FIN number.
The Singapore Trade Office is not authorised to issue such certificates.
A Certificate of Clearance (COC) is issued by the Criminal Investigation Department of the Singapore Police Force (SPF) to certify that a person has no criminal conviction within a stipulated period of time of residence in Singapore. More information can be obtained from the SPF website at https://www.police.gov.sg/.
Valid Singpass holders
Both Singapore and non-Singapore Citizens with a valid Singpass are no longer required to submit fingerprint impressions or book a fingerprint appointment with the COC office. Applicants who wish to apply for a Singpass account can visit https://www.singpass.gov.sg for more information.
Applicants with no valid Singpass
Non-Singapore citizens who have previously held a FIN but are not eligible for a SingPass account will receive an email notification after a successful online submission, requesting that the applicant to email a scanned copy of their fingerprint impressions. The fingerprint impressions should be recorded at an authorised institution in their country of residence. Applicants residing in Taiwan can approach any National Immigration Agency Service Centre (https://www.immigration.gov.tw/5385/5388/7181/7184/7193/) for assistance.
Applicants who are unable to recall their valid FIN number may write to the Singapore Ministry of Manpower (MOM) (for employment pass holders) at mom_wpd@mom.gov.sg or the Singapore Immigration and Checkpoints Authority (ICA) (for student pass holders, Singapore PRs, short-term visitors) at https://www.ica.gov.sg/feedbackform to check on the FIN number.
COC collection
Applicants can check the status of their application online at https://go.gov.sg/spf-certificateofclearancestatus.
Successful applicants will receive an email containing a link to download the digital COC via the FileSG portal. The COC can also be authenticated through FileSG. The collection of hardcopy COCs at the COC office and the application for duplicate copies of COCs on SPF’s e-Services website has been discontinued.
